Attach them to your bouquets in a number of ways: you can punch a hole in the card with a simple hole punch once it has been sealed back into its envelope. This can be either tied into the bouquet or attached to the packaging. You could also staple to the paper or cellophane wrap, or use a stake to nestle the card into the centre of the bouquet.
